EUROPE AND THE MERCHANT NAVY: MOVING TOWARDS CARBON PRICING

With the objective of reducing GHGs by 55% in 2030/1990 (Fit for 55 program) and achieving carbon neutrality in 2050, the European Commission has just handed in its proposal to include maritime transport in the European carbon market. The following issues have emerged from this regulation, which will have a direct and indirect impact on shipowners worldwide :

  • The calculation basis is based on the MRV reporting/verification protocol in force since 2018.
  • All vessels > 5000 t (GT) are affected.
  • Les International waters will be taken into account.
  • The 50% rule will be proposed for estimating GHGs on extra-European voyages (inbound and outbound).
  • Arrangements will be proposed for special cases (navigation in icy waters, maritime frontage, economic level of the countries...).
  • A financing program will be offered to accompany european shipowners.
  • Measures are planned to counter port relocations.
  • The allocation of carbon credits and obligations will be progressive and will be fully effective in 2035.
  • GHGs from methane (CH4) and nitrous oxide (N2O) will be included in the calculations.
  • Innovations to reduce emissions, including the use of hydrogen andammonia will be encouraged.
  • The biofuels LCA should be taken into account, but the document is rather imprecise on this point.
  • Harmonization with possible international regulations (IMO) will be considered if necessary.

It remains for the European Parliament to approve this proposed law and to set the date of application.
